Advocates call for tougher DUI laws in Wyoming

About 7 p.m. on Feb. 15, Clancy R. Hall’s Toyota Tundra pickup swerved over the center line on West First Street before turning onto North Poplar Street, according to Casper police.

Hall was pulled over. He registered a 0.16 on a portable breath test and arrested on suspicion of DUI — for the third time this year.
