TRENTON — A state Assembly panel today advanced legislation that would require anyone convicted of drunken driving to install a device that would prevent their cars from starting if they have alcohol on their breath.

The measure (A3835), approved 7-0 by the Assembly Judiciary Committee, would overhaul the state’s driving-while-intoxicated laws by mandating an ignition-locking device — similar to a Breathalyzer — for all first-time offenders.
